Emergency Services/Emergency Management

The purpose of the Manitowoc County Emergency Services program is to assist government and volunteer agencies in protecting lives, property and the environment before, during, and after major or technological or natural emergencies.

The department supports the Joint Dispatch Center (JDC) in directing response agencies during a disaster or emergency; develops and maintains emergency operations procedures; distributes information about hazards relevant to Manitowoc County; oversees evacuation of the population in an emergency; and evaluates emergency management capabilities through regular tests, drills and exercises and modifies emergency plans accordingly.

The department is directed by Nancy H. Crowley RN, CEM and the Program Manager is Mary Herzog.

Joint Dispatch Center

The purpose of the Joint Dispatch Center is to provide countywide communications for the public to police, fire, and emergency medical services.

One of the services they provide to the residents of Manitowoc County is Enhanced 9-1-1, which supplies dispatchers with the name, address, and emergency service provider(s) for each particular address; thereby making the response to each incident quicker and more efficient.  They also have the capability for wireless 9-1-1, which means a person calling with a cellular telephone and in line of sight of the satellites, can be located on a map, to identify their location if they are not sure where they are.

The department is directed by Nancy H. Crowley RN, CEM.

The Homeland Security Advisory System is designed to target our protective measures when specific information to a specific sector or geographic region is received.  It combines threat information with vulnerability assessments and provides communications to public safety officials and the public.
